Becoming a child publisher is not a self-serve signup. It happens inside a parent’s Google Ad Manager account, after the parent reviews and accepts you, and after Google’s own approval process runs behind the scenes. Multiple Customer Management is a feature of Google Ad Manager that lets a parent publisher manage ad inventory or an account on behalf of a child publisher. That is the whole mechanism: a parent that already has an Ad Manager account extends part of that account’s function to you.

Manage Inventory vs Manage Account: what is the difference?

In a Manage Inventory relationship, the parent sells and serves your ad inventory but you keep your own Ad Manager account and settings. In a Manage Account relationship, the parent runs the account for you end to end. Google’s documentation on reviewing MCM account setup options notes:

“If the child publisher isn’t connected through Manage Account, invite your child publisher .”

A child publisher is not limited to one relationship: it can combine a Manage Account setup with separate Manage Inventory arrangements for other demand.

Who reviews what

The process, per Google’s own documentation on reviewing MCM account setup options, works in stages: the parent invites the child publisher (or the child publisher requests a connection), the parent configures the relationship type, and Google reviews the setup against its own network policies before revenue starts flowing. There is no public self-serve button for a publisher to click and become a child on their own; it always runs through a parent’s account.

What Google does and does not publish about eligibility

Google publishes the mechanics of MCM setup and its policy requirements, but it does not publish a minimum traffic figure, a fixed revenue threshold, or a guaranteed approval timeline for becoming a child publisher. Any number you see quoted as an “MCM threshold” is not sourced to Google and should be treated as unverified. Publishers should read About Multiple Customer Management directly rather than rely on secondhand summaries.

An MCM partner vs the obvious default, AdSense H5 Games Ads

The obvious default for a web game publisher is to apply for a Google AdSense account and, once approved, configure the H5 Games Ads units yourself, per Google’s own sign-up process: one demand source, one account, run entirely by you. Joining an existing MCM parent instead of applying for AdSense directly gets you Google Ad Manager and Ad Exchange demand plus other bidders through one relationship you did not have to build, without owning or configuring the Ad Manager account yourself; the cost is that the parent, not you, sets the account structure and terms. ads.txt for MCM setups

Whichever parent you connect to, your ads.txt file needs an entry authorizing that parent’s account ID as a reseller or a direct entry, following the IAB Tech Lab ads.txt specification. Get this wrong and the parent’s demand simply will not bid on your inventory even after the MCM relationship is approved.

When you do not need a parent at all

If a publisher already runs a direct Google Ad Manager account and has the traffic and the ad ops staff to manage it, adding an MCM parent is an unnecessary layer. In that case, going direct to Google Ad Manager, or comparing direct integrations like AppLovin MAX, Playwire or Venatus, makes more sense than routing through a parent relationship.
